[kagemai-users:0566] WinXP+Apacheでのインストールエラー

教えてください。

利用環境
Windows XP ProfessionalSP2
Apache 2.0.55
影舞 : Ver.0.8.6
Ruby : Ver.1.8.4-16Preview3

配置先
C:\usr\local\Apache2\htdocs\kagemai
C:\ruby\bin

現象
http://localhost/kagemai/html/guest.cgiを実行すると下記のエ
ラーメッセージが出現。
Following errors occurred.
Kagemai::InitializeError: No default action loaded.

ApacheのErrorLogは下記の通り。

[Sat Feb 11 20:50:03 2006] [notice] Child 3472: Waiting for
250 worker threads to exit.
[Sat Feb 11 20:50:03 2006] [notice] Child 3472: All worker
threads have exited.
[Sat Feb 11 20:50:03 2006] [notice] Child 3472: Child process
is exiting

下記のWebの手順通りにやったつもりでしたが、上記のエラーが発生
しています。やっぱり、Apacheのhttpd.confの設定がどこかおかしい
のでしょうが、小生の能力では解明できません。
お手数ですがよろしくお願いします。
